Domain with bad history

Most of us has to settle for used domains if we are to find a good TLD or name. What will hinder this process is that the history of the domain and related URLs. According to Google, the bad history will go away by itself if it was not there for a long period. But if the issue is there since a long time, you might have a real problem at hand. According to John Mueller of Google if a domain has a bad reputation like piracy for say 10 years, it is really hard to clear its name with Google.

That makes the whole thing very clear. Don't buy domain with bad history. Use sites like archive.org to see history of a domain before purchase. There was some talk about Google transparency report. Since the withdrawal of Google rank there is no trusted source in buying used domains.

Agree. if Google rank or something similar was there, it would have been easier. Why Google is not giving a registry of penalized websites ?

I don't think there is anything official from Google which you can check before buying. Google does not consider itself as an internet censoring authority. They give only guidelines, that's all.

If they are not an authority, why do they penalize websites ? Why there is Google Penalty ?
